You should reach level 20 have him follow you, then do Fingers of the Mountain quest. When he gets shocked by the rock he goes flying into the sky violently.

I was so lucky in my playthrough to avoid this twerp. When I exited the arena, I fast-traveled someplace before he spoke to me, and I just never went back to the Arena area.
